One is meaning at the time Rome was in power.
One is yet to come.
10: And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space. 11: And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition. 12: And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast. 13: These have one mind, and shall give their power and strength unto the beast.
Daniel 9:27: And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate.
There will be a peace contract between the beast and Isreal for 7 years, but it will be broken after 3 1/2 years,
Matthew 24:15 When ye therefore shall see the abomination of desolation, spoken of by Daniel the prophet, stand in the holy place, (whoso readeth, let him understand:) 16: Then let them which be in Judaea flee into the mountains:
They will realize that the beast is not the massiah and flee. God will keep the Isrealites safe as in the days of Moses, and as He guided Noah in the ark.
What will happen When the Lamb, Word comes
Revelation 17:14 These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.

And every shipmaster, and all the company in ships, and sailors, and as many as trade by sea, stood afar off, 18: And cried when they saw the smoke of her burning, saying, What city is like unto this great city! 19: And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas, that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.

Revelation 18:20 Rejoice over her, thou heaven, and ye holy apostles and prophets; for God hath avenged you on her.
21: And a mighty angel took up a stone like a great millstone, and cast it into the sea, saying, Thus with violence shall that great city Babylon be thrown down, and shall be found no more at all.
22: And the voice of harpers, and musicians, and of pipers, and trumpeters, shall be heard no more at all in thee; and no craftsman, of whatsoever craft he be, shall be found any more in thee; and the sound of a millstone shall be heard no more at all in thee;
23: And the light of a candle shall shine no more at all in thee; and the voice of the bridegroom and of the bride shall be heard no more at all in thee: for thy merchants were the great men of the earth; for by thy sorceries were all nations deceived.
24: And in her was found the blood of prophets, and of saints, and of all that were slain upon the earth.
Revelation 19:1 And after these things I heard a great voice of much people in heaven, saying, Alleluia; Salvation, and glory, and honour, and power, unto the Lord our God:
2: For true and righteous are his judgments: for he hath judged the great whore, which did corrupt the earth with her fornication, and hath avenged the blood of his servants at her hand.
3: And again they said, Alleluia. And her smoke rose up for ever and ever.
4: And the four and twenty elders and the four beasts fell down and worshipped God that sat on the throne, saying, Amen; Alleluia.
5: And a voice came out of the throne, saying, Praise our God, all ye his servants, and ye that fear him, both small and great.
6: And I heard as it were the voice of a great multitude, and as the voice of many waters, and as the voice of mighty thunderings, saying, Alleluia: for the Lord God omnipotent reigneth.
